The City Council holds its business meetings in public in accordance with the requirements of the Ralph M. Brown Act, its established policies and procedures, and its adopted parliamentary authority. The Council strives to carry out its meetings in an atmosphere of professionalism with full participation by members of the body and the public. As such, the Presiding Officer is empowered to govern City Council Meetings to foster the efficient and fair administration of City business and reserves the right to enforce (or cause to be enforced) the Meeting Rules of Conduct and Decorum as set forth in Chapter 5 of the City Council Policy and Procedures Manual.
The City Council welcomes and encourages public participation and invites the community to attend in person. Now that COVID-19 cases in our area have reduced to a point that social distancing requirements have been lifted, City Council Meetings will be held in-person at City Hall in Council Chambers. Remote viewing of our Council Meetings is available through YouTube, but public comments must be given in-person at the meeting or in advance as noted below.
Public Comments: Members of the public may submit comments electronically to [email protected] by 4 p.m. the day of the meeting to be distributed to City Council. Participants are invited to address the Council on agendized and non-agendized topics at the beginning of the meeting. Public comments will be no longer than three (3) minutes per community member. Should a speaker conclude their comments prior to the expiration of three (3) minutes, the speaker waives the right to speak for any remaining amount of time. For further information about how to address the Council, please refer to the City’s website at victorvilleca.gov/government/agendas.

Adopt a Mitigated Negative Declaration for the City-Wide Environmental Maintenance Permits for Ephemeral Washes, Project No. BM19-064 Recommendation: That the Honorable City Council:
(1) Open and conduct a public hearing to receive testimony regarding the Mitigated Negative Declaration for the City-Wide Environmental Maintenance Permits for Ephemeral Washes, Project No. BM19-064;
(2) Close the public hearing; and
(3) Adopt Resolution No. 24-008, adopting a Mitigated Negative Declaration and a Mitigation Monitoring and Reporting Program under the California Environmental Quality Act for the City-Wide Environmental Maintenance Permits for Ephemeral Washes, Project No. BM19-064, and approving the project.
Proposed Ordinance No. 2446 Revising and Establishing Speed Zones Upon Certain Streets in the City by amending Victorville Municipal Code Section 12.20.020 Recommendation:
That Honorable City Council:
(1) Open and conduct a public hearing to receive comments regarding Ordinance No. 2446 and the Municipal Code Amendment therein;

That the Honorable City Council:
(1) Conduct the Public Hearing and receive testimony regarding proposed Ordinance No. 2449 and Resolution Nos. 24-010 and 24-012;
(2) Close the Public Hearing;
(3) Find Ordinance No. 2449 categorically exempt from the California Environmental Quality Act (“CEQA”) under CEQA Guidelines Section 15061(b)(3) (“Common Sense” exemption);
(4) Introduce Ordinance No. 2449 for adoption and first reading by title only;
(5) Waive further reading in full of proposed Ordinance No. 2449;
(6) Find Resolution Nos. 24-010 and 24-012 statutorily exempt under CEQA Guidelines Section 15273 (Rates, Tolls, Fares, and Charges);

Mid-Year Budget Review and Amendment Request to the 2023-2024 Revised Fiscal Budget Recommendation:
That the Honorable City Council and Board of Directors approve the changes reflected in this agenda item along with the included attachments by adopting:
(1) Resolution No. 24-009 of the City Council of the City of Victorville amending Resolution 23-036, as amended, the budget resolution for the City of Victorville for Fiscal Year 2023-2024, relating to an appropriation of funds.
(2) Resolution No. VWD 24-001 of the Board of Directors of the Victorville Water District amending Resolution VWD 23-008, as amended, the budget resolution for the Victorville Water District for the Fiscal Year 2023-2024, relating to an appropriation of funds.
(3) Resolution No. SCLAA 24-002 of the Board of Directors of the Southern California Logistics Airport Authority amending Resolution SCLAA 23-008, as amended, the budget resolution for the Southern California Logistics Airport Authority for the Fiscal Year 2023-2024, relating to an appropriation of funds.

First Lease Amendment to the Standard Lease Agreement for Buildings 553 and 739 by and between the Southern California Logistics Airport Authority and ComAv Technical Services, LLC Recommendation:
That the Southern California Logistics Airport Authority (“SCLAA”) Board of Directors:
(1) Approve the First Amendment to the Standard Lease Agreement for Buildings 553 and 739 (“Amendment”), by and between the SCLAA and ComAv Technical Services, LLC, (“ComAv”); and
(2) Authorize the Airport Director to execute said Agreement.
Standard Sublease Agreement for Building 720, Suite 102 by and between the Southern California Logistics Airport Authority and ComAv Technical Services, LLC Recommendation:
That the Southern California Logistics Airport Authority (“SCLAA”) Board of Directors:
(1) Approve entering into a Standard Sublease Agreement for Building 720, Suite 102
(“Agreement”), by and between the SCLAA and ComAv Technical Services, LLC, (“ComAv”); and
(2) Authorize the Airport Director to execute said Agreement.
Standard Lease Agreement for Building 685C by and between the Southern California Logistics Airport Authority and Anduril Industries, Inc Recommendation:
That the Southern California Logistics Airport Authority (“SCLAA”) Board of Directors:
(1) Approve entering into a Standard Lease Agreement for Building 685C (“Agreement”), by and between the SCLAA and Anduril Industries, Inc., (“Anduril”); and
(2) Authorize the Airport Director to execute said Agreement; and
(3) Adopt Resolution No. SCLAA-24-001 amending the 2023/2024 budget increasing revenue in account 4501119A-45200 by $59,856.
