The Planning Commission holds its business meetings in public in accordance with the requirements of the Ralph M. Brown Act, its established policies and procedures, and its adopted parliamentary authority. The Commission strives to carry out its meetings in an atmosphere of professionalism with full participation by members of the body and the public. As such, the Presiding Officer is empowered to govern Planning Commission Meetings to foster the efficient and fair administration of City business and reserves the right to enforce (or cause to be enforced) the Rules of Order under Section 11 of the Planning Commission Rules.
The Planning Commission welcomes and encourages public participation and invites the community to attend in person. Planning Commission meetings will be held in-person at City Hall in Council Chambers. If you cannot attend in person, the meeting will also be available on YouTube, but public comments must be given in-person at the meeting or in advance as noted below.
Public Comments: Members of the public may submit comments electronically to [email protected]. All email comments received by 3 p.m. the day of the meeting will be distributed to Planning Commission. Participants are invited to address the Planning Commission on agendized and non-agendized topics. Public comments will be no longer than three (3) minutes per community member. Should a speaker conclude their comments prior to the expiration of three (3) minutes, the speaker waives the right to speak for any remaining amount of time.
LEVINE ACT DISCLOSURE: Pursuant to the Levine Act (Govt. Code section 84308), any party to a permit, license, contract, or other entitlement before the Victorville Planning Commission is required to disclose on the record any campaign contribution, including aggregated contributions, of more than $500 made by the party or the party's agents within the preceding 12 months to any City official. Participants and agents are requested to make this disclosure as well. The disclosure must include the name of the party, participant, or agent, and any other person making the contribution; the name of the recipient, the amount of the contribution, and the date the contribution was made.

An Amendment to the Civic Center Specific Plan to redesignate approximately 20-acres of the Specific Plan from Office Campus to Civic Commercial on property generally located south of Lorene Drive, east of Valley Center Drive and west of Atstar Drive; an Amendment to the land use table of the Civic Center Specific Plan to conditionally permit new vehicle sales within the Civic Commercial zone district; and a Conditional Use Permit with an Environmental Exemption to allow for new vehicle sales on property located at 14444 Atstar Drive. Recommendation:
Staffrecommends that the Planning Commission conduct a public hearing, receive testimony regarding the proposed project and take the following actions:
Environmental Assessment – Find the Specific Plan Amendment portion of the project previously assessed in accordance with California Environmental Quality Act (CEQA) Section 15070; and find the Conditional Use Permit portion of the project Categorically exempt pursuant to CEQA Section 15301 – Existing Facilities; and
Specific Plan Amendment – Adopt Resolution No. P-25-011, recommending City Council approval of the Specific Plan Amendment portion of Case No. PLAN25-00006 to redesignate approximately 20-acres of the Civic Center Community Sustainability Specific Plan from Office Campus to Civic Commercial and to conditionally permit new vehicle sales within the Civic Commercial land use district; and

A Tentative Tract Map with a Mitigated Negative Declaration to allow for the development of 242-single-family residential lots on four vacant parcels designated as R-1 (Single-Family Residential) zoning and totaling approximately 70 acres. Recommendation:
Staff recommends that the Planning Commission conduct a public hearing, receive testimony regarding the proposed project and take the following actions:
Environmental Assessment – Adopt the attached Mitigated Negative Declaration with a Mitigation Monitoring and Reporting Program for the project; and
Tentative Tract Map - Adopt Resolution No. P-25-013, approving Tentative Tract Map Case No. PLAN23-00030, subject to the attached conditions of approval.
A Site Plan with a California Environmental Quality Act Section 15183 determination to allow for the development of an approximately 231,500 square foot pet treat manufacturing facility on 10 acres of undeveloped property zoned M-2 (Heavy Industrial). Recommendation:
Staffrecommends that the Planning Commission conduct a public hearing, receive testimony regarding the proposed project and take the following actions:
Environmental Assessment –Find the project consistent with the City’s General Plan Program Environmental Impact Report and exempt from additional environmental review per Section 15183 of the California Environmental Quality Act (CEQA) entitled “Projects Consistent with a Community Plan, General Plan, or Zoning”; and
Site Plan – Adopt Resolution No. P-25-014, approving Site Plan Case No. PLAN23-00018, subject to the attached conditions of approval.
A Tentative Tract Map with a proposed Mitigated Negative Declaration to allow for the creation of a 320 lot single-family residential subdivision from one existing approximately 80 acre undeveloped lot within the Vista Verde Specific Plan Recommendation:
