The Planning Commission holds its business meetings in public in accordance with the requirements of the Ralph M. Brown Act, its established policies and procedures, and its adopted parliamentary authority. The Commission strives to carry out its meetings in an atmosphere of professionalism with full participation by members of the body and the public. As such, the Presiding Officer is empowered to govern Planning Commission Meetings to foster the efficient and fair administration of City business and reserves the right to enforce (or cause to be enforced) the Rules of Order under Section 11 of the Planning Commission Rules.
The Planning Commission welcomes and encourages public participation and invites the community to attend in person. Planning Commission meetings will be held in-person at City Hall in Council Chambers. If you cannot attend in person, the meeting will also be available on YouTube, but public comments must be given in-person at the meeting or in advance as noted below.
Public Comments: Members of the public may submit comments electronically to [email protected]. All email comments received by 3 p.m. the day of the meeting will be distributed to Planning Commission. Participants are invited to address the Planning Commission on agendized and non-agendized topics. Public comments will be no longer than three (3) minutes per community member. Should a speaker conclude their comments prior to the expiration of three (3) minutes, the speaker waives the right to speak for any remaining amount of time.
LEVINE ACT DISCLOSURE: Pursuant to the Levine Act (Govt. Code section 84308), any party to a permit, license, contract, or other entitlement before the Victorville Planning Commission is required to disclose on the record any campaign contribution, including aggregated contributions, of more than $250 made by the party or the party's agents within the preceding 12 months to any City official. Participants and agents are requested to make this disclosure as well. The disclosure must include the name of the party, participant, or agent, and any other person making the contribution; the name of the recipient, the amount of the contribution, and the date the contribution was made.

PUBLIC HEARINGS
1.
A Continuance request for case PLAN22-00011 – A Tentative Tract Map with a Mitigated Negative Declaration to allow for the creation of 131- single-family residential lots on four vacant parcels designated as R-1 (Single-Family Residential) zoning and totaling approximately 43 acres. (Tentative Tract Map No. 20484)Recommendation: Staff recommends that the Planning Commission conduct a public hearing, receive testimony regarding the proposed project and continue the public hearing to the Planning Commission’s October 9, 2024, hearing.
A Vesting Tentative Tract Map with a proposed Mitigated Negative Declaration to allow for the development of a 61-lot residential subdivision from an undeveloped 20-acre parcel zoned R-1 (Single-Family Residential). Recommendation:
Staff recommends that the Planning Commission conduct a public hearing, receive testimony regarding the proposed project and take the following actions:
1. Environmental Assessment – Adopt the attached Mitigated Negative Declaration with a Mitigation Monitoring and Reporting Program for the project; and 2. Vesting Tentative Tract Map - Adopt Resolution No. P-24-036, approving Vesting Tentative Tract Map Case No. PLAN22-00033, subject to the attached conditions of approval.
A Tentative Tract Map with an Initial Study and a proposed Mitigated Negative Declaration to allow for the creation of 107 single-family residential lots from three existing undeveloped parcels zoned R-1 (Single Family Residential) Recommendation: Staff recommends that the Planning Commission conduct a public hearing, receive testimony regarding the proposed project and take the following actions:
Environmental Assessment – Adopt the attached Mitigated Negative Declaration with a Mitigation Monitoring and Reporting Program for the project; and
Tentative Tract Map – Adopt Resolution No. P-24-041, approving Tentative Tract Map Case No. PLAN21-00033, subject to the attached conditions of approval.
