The Planning Commission holds its business meetings in public in accordance with the requirements of the Ralph M. Brown Act, its established policies and procedures, and its adopted parliamentary authority. The Commission strives to carry out its meetings in an atmosphere of professionalism with full participation by members of the body and the public. As such, the Presiding Officer is empowered to govern Planning Commission Meetings to foster the efficient and fair administration of City business and reserves the right to enforce (or cause to be enforced) the Rules of Order under Section 11 of the Planning Commission Rules.

The Planning Commission welcomes and encourages public participation and invites the community to attend in person. Planning Commission meetings will be held in-person at City Hall in Council Chambers. If you cannot attend in person, the meeting will also be available on YouTube, but public comments must be given in-person at the meeting or in advance as noted below.

Public Comments: Members of the public may submit comments electronically to [email protected]. All email comments received by 3 p.m. the day of the meeting will be distributed to Planning Commission. Participants are invited to address the Planning Commission on agendized and non-agendized topics. Public comments will be no longer than three (3) minutes per community member. Should a speaker conclude their comments prior to the expiration of three (3) minutes, the speaker waives the right to speak for any remaining amount of time.

LEVINE ACT DISCLOSURE: Pursuant to the Levine Act (Govt. Code section 84308), any party to a permit, license, contract, or other entitlement before the Victorville Planning Commission is required to disclose on the record any campaign contribution, including aggregated contributions, of more than $250 made by the party or the party's agents within the preceding 12 months to any City official. Participants and agents are requested to make this disclosure as well. The disclosure must include the name of the party, participant, or agent, and any other person making the contribution; the name of the recipient, the amount of the contribution, and the date the contribution was made.

PUBLIC HEARINGS
 
1.
A second modification to Conditional Use Permit CUP-18-94 to alter a non-conforming use and associated conditions of approval to allow for a second tenant providing services to Transitional Aged Youth including a drop-in center, sheltering, and supportive services to operate simultaneously with the original tenant, High Desert Homeless Services, offering sheltering and supportive services to the general homeless population on an existing site zoned IPD Industrial Park District.    Recommendation:
Staff recommends that the Planning Commission conduct a public hearing, receive testimony regarding the proposed project and take the following actions:              
 
  1. Environmental Assessment – Find the project categorically exempt under Section 15301 of the California Environmental Quality Act (CEQA) entitled “Existing Facilities”; and 
  2. Conditional Use Permit (CUP) – Adopt Resolution No. P-25-001, approving the Conditional Use Permit portion of Case No. ADMN24-00154, subject to the attached conditions of approval.


2.
A Site Plan and Conditional Use Permit with an Environmental Exemption to allow for the construction of a 65-foot wireless communication facility stealthed as pine tree at the rear of a developed property zoned C-2 (General Commercial) and currently occupied by Scandia Family Fun Center.    Recommendation:
Staff recommends that the Planning Commission conduct a public hearing, receive testimony regarding the proposed project and take one of the following actions:            
 
  1. Environmental Assessment – Find the project categorically exempt per CEQA Section 15303 – New Construction or Conversion of Small Structures; and             
  2. Conditional Use Permit Adopt Resolution No. P-25-002 approving the Conditional Use Permit portion of Case No. PLAN24-00009, subject to the attached conditions of approval; and
  3. Site Plan – Adopt Resolution No. P-25-003 approving the Site Plan portion of Case No. PLAN24-00009, subject to the attached conditions of approval.
     


3.
A Site Plan Modification and Conditional Use Permit Modification that was previously Environmentally assessed to allow for a new three-phase plan to replace the previously approved phasing plan (PLAN23-00032) on property zoned as R-1 (Single-Family Residential) located within an Initiative Area.    Recommendation:
Staff recommends that the Planning Commission conduct a public hearing, receive testimony regarding the proposed project and take the following actions:
 
  1. Environmental Assessment – Find that the Project Previously Assessed under the adopted Environmental Exemption for the original shopping center Project (PLAN22-00034); and
  2. Conditional Use Permit (R-1 Initiative Area) – Adopt Resolution No. P-25-004, approving the Conditional Use Permit portion of Case No. PLAN24-00022; and             
  3. Site Plan – Adopt Resolution No. P-25-005, approving the Site Plan portion of Case No. PLAN24-00022, subject to the attached conditions of approval.


4.
An Amendment to the Victorville Municipal Code with an Environmental Exemption to make various changes to Title 16 including but not limited to new and updated definitions, new land use allowances and standards related to thrift retail stores, revised landscape standards, and an update and clarification to tentative tract map approval periods.    Recommendation:
Staff recommends that the Planning Commission conduct a public hearing, receive testimony regarding the proposed amendments and take the following actions:     
 
  1. Environmental Assessment – Find the project categorically exempt per CEQA Guidelines Section 15061(b)(3); and                
  2. Code Amendment – Adopt Resolution No. P-25-006, recommending City Council approval of Municipal Code Amendment Case No. PLAN24-00023.

5.
A Site Plan with a proposed Mitigated Negative Declaration to allow for the development of an approximately 400,000 square foot warehouse distribution building on two vacant M-2 (Heavy Industrial) zoned parcels totaling approximately 18 acres.    Recommendation:
Staff recommends that the Planning Commission conduct a public hearing, receive testimony regarding the proposed project and take the following actions:                 
 
  1. Environmental Assessment – Adopt the attached Mitigated Negative Declaration with a Mitigation Monitoring and Reporting Program for the project; and    
  2. Site Plan – Adopt Resolution No. P-24-055, approving Site Plan Case No. PLAN23-00003, subject to the attached conditions of approval.
