The Planning Commission holds its business meetings in public in accordance with the requirements of the Ralph M. Brown Act, its established policies and procedures, and its adopted parliamentary authority. The Commission strives to carry out its meetings in an atmosphere of professionalism with full participation by members of the body and the public. As such, the Presiding Officer is empowered to govern Planning Commission Meetings to foster the efficient and fair administration of City business and reserves the right to enforce (or cause to be enforced) the Rules of Order under Section 11 of the Planning Commission Rules.

The Planning Commission welcomes and encourages public participation and invites the community to attend in person. If you cannot attend in person, the meeting will also be available on YouTube, but public comments must be given in-person at the meeting or in advance as noted below.

Public Comments: Members of the public may submit comments electronically to [email protected]. All email comments received by 3 p.m. the day of the meeting will be distributed to Planning Commission. Participants are invited to address the Planning Commission on agendized and non-agendized topics. Public comments will be no longer than three (3) minutes per community member. Should a speaker conclude their comments prior to the expiration of three (3) minutes, the speaker waives the right to speak for any remaining amount of time.

APPROVAL OF MINUTES
 
1.
Minutes of September 13, 2023, and October 11, 2023, Regular Planning Commission Meetings    Recommendation:
That the Planning Commission approve the minutes of the Regular Planning Commission meetings held on September 13, 2023, and October 11, 2023.

PUBLIC HEARINGS
 
2.
A Site Plan with an Environmental Exemption to allow for the development of a new approximately 26,850 square foot wholesale establishment and a Zone Change from C-2 General Commercial to IDP Industrial Park District on approximately 1.6 acres of undeveloped property.
 
  Recommendation:
Staff recommends that the Planning Commission conduct a public hearing, receive testimony regarding the proposed project and take the following actions:       

1. Environmental Assessment – Find the Site Plan portion of the project categorically exempt under Section 15332 of the California Environmental Quality Act (CEQA) entitled “In-Fill Development Projects” and the Zone Change portion of the project exempt under Section 15061(b)(3); and
2. Zone Change – Adopt Resolution No. P-23-025, recommending City Council approval of the Zone Change portion of Case No. PLAN22-00027; and
3. Site Plan – Adopt Resolution No. P-23-026, recommending City Council approval of the Site Plan portion of Case No. PLAN22-00027, subject to the attached conditions of approval.

A Site Plan with an Environmental Exemption to allow for the expansion and reconfiguration of the existing green tree clubhouse to accommodate the relocation of the City Library on property zoned Planned Unit Development.
  
  Recommendation:
Staff recommends that the Planning Commission conduct a public hearing, receive testimony regarding the proposed project and take the following actions:
         
1. Environmental Assessment – Find the project categorically exempt under Section 15332 of the California Environmental Quality Act (CEQA) entitled “In-Fill Development Projects”; and
2. Site Plan – Adopt Resolution No. P-23-027, approving Site Plan Case No. PLAN23-00027, subject to the attached conditions of approval.

A Site Plan with an Environmental Impact Report (EIR) to allow for the development of an approximately 1.1 million square foot warehouse distribution building and a Tentative Parcel Map to allow for the creation of one parcel from five existing parcels on an approximately 66-acre site zoned M-1 (Light Industrial).    Recommendation:
Staff recommends that the Planning Commission conduct a public hearing, receive testimony regarding the proposed project and take the following actions:                 

1. Environmental Assessment – Adopt the attached CEQA Findings of Fact; Adopt the Mitigation Monitoring and Reporting Program for the project and Certify the Final Environmental Impact Report (EIR) for the Mojave 68 Project, State Clearinghouse Number 2023030145; and                  
2. Site Plan – Adopt Resolution No. P-23-023, approving the Site Plan portion of Case No. PLAN22-00023, subject to the attached conditions of approval; and
3. Tentative Parcel Map – Adopt Resolution No. P-23-024, approving the Tentative Parcel Map portion of Case No. PLAN22-00023, subject to the attached conditions of approval.

A Planning Commission workshop to discuss the proposed Low Density Residential Infill Overlay District, Health and Wellness Overlay District, the Title 16 Land Use Table, and associated zoning map changes included in Case No. PLAN23-00025 -  An Amendment to the Victorville Municipal Code with an Environmental Exemption introducing various changes to Title 16 to address the recently adopted Land Use Element of the General Plan including but not limited to updated development standards, implementation of new zone districts and overlay districts with an updated land use map, and other associated changes.    Recommendation:
Staff recommends that the Planning Commission conduct a public hearing, receive testimony regarding the proposed project and take the following actions:               
  1. Commissioner Feedback – Provide feedback to City staff on any recommended modifications, inclusions, or deletions to the draft Overlay District standards and updated Land Use Table allowances; and
  2. Draft Overlay Districts and Land Use Table update – Recommended that City staff proceed with preparing the draft Overlay Districts and Land Use Table update for adoption, incorporating adjustments recommended by consensus of the Planning Commission.


CONTINUED PUBLIC HEARINGS
 
6.
A Site Plan and Conditional Use Permit with an Environmental Exemption to allow for the construction of a 74' tall wireless communication facility stealthed as a palm tree at the rear of a developed property.    Recommendation:
Staff recommends that the Planning Commission conduct a public hearing, receive testimony regarding the proposed project and continue the public hearing to the Planning Commission’s December 13, 2023 hearing.
